The server has four channels of communication, and each has its own purpose. How they work is described in the Social section; this page has only the rules.

#4. Communication
Voice is the main way characters communicate. Everything said in voice is said by your character. OOC phrases in voice (“I'm lagging”, “I'll be right back”, “admin, take a look”) are forbidden: that's what the text chat and F3 are for.
The only language allowed in voice chat is Russian. No other language is spoken in voice nearby, on the radio or on the phone.
Every player on the server sees the general text chat, so role-play conversations don't happen there. Your character can't “write in the chat” to someone across the city: that's what their phone is for.
The /me command describes only your own character's actions: briefly, in the present tense and without deciding the outcome for another player. Write “reaches for the holster”, not “draws a gun and kills everyone”.
Private messages (/w) are OOC. Using them to pass on anything your character should learn in the game is forbidden: that's MG.
Flooding, messages in capital letters, meaningless characters and repeating the same thing are forbidden. The server itself disconnects players who keep going over the chat's rate limit.
Soundboards (Soundpad and similar programs) are forbidden in voice chat: no playing music, sound effects or recordings into your microphone. Voice changers and loud background noise are forbidden too. Use shout when your character really is shouting.
The radio is for duty: status reports, calls, coordination. Chatter that has nothing to do with duty, and OOC on the radio, are forbidden. The radio doesn't hide you from people standing next to you: they hear your normal voice.
Questions and complaints for the administration go through the reports window (F3) or the /report command, not the general chat, and not by voice in the middle of a situation.
